POST : CHIEF DIRECTOR: RURAL INFRASTRUCTURE DEVELOPMENT:

DUTIES: 

The role of a rural development and infrastructure manager is to monitor and manage the progress of programs and projects, recommend ways to improve delivery, and work with teams to package projects for all identified locations. In this role, you will also be responsible for facilitating the process of risk reduction measures to ensure that all projects are delivered on time, within budget, and meet quality standards.

As a monitor for the Comprehensive Rural Development Programme (CRDP), you will be responsible for visiting sites to observe and report on the progress of rural development and infrastructure projects. In addition to identifying risks and implementing measures to reduce them, you will also be responsible for initiating, managing and monitoring project specifications and bid documents aligned with the Construction Industry Development Board (CIDB). Furthermore, you will be in charge of managing rural development and infrastructure budget allocations.

It is recommended that a monthly review report of infrastructure expenditure is conducted for the region. This will help to coordinate, facilitate and mobilize stakeholders for technical support in the identified areas. Furthermore, facilitating project planning and implementation with public and private sector organizations will help to ensure the success of the projects.

REQUIREMENTS: 

The Pre-entry Certificate for SMS is a nationally recognized qualification that successful applicants must possess in order to be considered for this role. In addition to the Grade 12 Certificate and Bachelor’s Degree in the Built Environment Professions, applicants must have a minimum of 5 years’ experience at senior managerial level in-built Environment, with specific job-related knowledge in project management, budgetary planning, expenditure reporting, monitoring and evaluation, and infrastructure planning and implementation.

Strategic planning, human resource planning, financial management and job-related skills such as planning and organizing, team management, interpersonal skills, budget forecasting, computer literacy, negotiating, problem solving and decision making, and communication skills (verbal and written) are all important for product managers. A valid driver’s license is also essential.

The requirements for appointment at SMS level include the successful completion of the Senior Management Pre-entry Programme as endorsed by the NSG. Prior to appointment, a candidate would be required to complete the Nyukela Programme: Pre-entry Certificate to Senior Management Services as endorsed by DPSA which is an online course, endorsed by the National School of Government (NSG). All shortlisted candidates will be subjected to a technical exercise that intends to test relevant technical elements of the job, the logistics of which will be communicated by the Department.
